What Is the Difference Between ROV and Diver Inspection?

A remotely operated vehicle (ROV) is a tethered, camera-equipped unit piloted from the surface. It can cover large areas quickly, work at depths beyond normal diving limits, and operate in conditions too hazardous for a diver to enter. What it cannot do is touch, test, or physically confirm a defect. An ROV shows you what a structure looks like. A commercial diver can tell you what it feels like, sound out a weld, take a manual thickness reading, or clear debris to expose a hidden defect.

Underwater infrastructure inspection is rarely a choice between the two in isolation. It is a choice about what level of certainty the project actually needs.

When ROV Inspection Makes Sense

ROV-led inspection is the right tool when the priority is broad visual coverage, when water depth or contamination makes diver entry inadvisable, or when a facility needs a fast baseline survey before committing to a full diver-led scope. It is also well suited to long linear assets such as pipelines and outfalls, where covering distance matters more than close physical contact with any single point.

When a Commercial Diver Is the Better Choice

A diver is the better choice whenever a defect needs to be physically verified, repaired, or documented with hands-on precision, such as a suspected weld failure, a valve that needs manual operation, or a structure with limited visibility where touch replaces sight. Diver inspection is also typically required where a regulator or insurer expects a qualified person, not just a camera feed, to confirm structural condition. In Germany, this is closely tied to DGUV §40 compliance, which governs commercial diving operations and the qualifications required to carry them out.
